The County Perspective: Criminal Justice, Health and Human Services Involvement, and ICJIA Federal Grant Allocations

Achieving Maximum Impact

The Authority recognizes that the drain on resources is experienced most heavily on counties, and maximum impact across the State can only be achieved by addressing local health and justice challenges. To this end, the Authority identified the top quarter (27 counties) of counties with the highest "prevalence" of justice and health and human services involvement.

Using available data, the Authority examined nine core indicators in each of the 102 Illinois counties, including:

  • Violent Crime Offenses
  • Property Crime Offenses
  • Drug Crime Arrests
  • Percent Indicating Poor Health
  • Department of Human Services, Division of Mental Health State Hospital Admissions for "Unfit to Stand Trial
  • Domestic Crime Offenses
  • Felony Crime Filing
  • Department of Human Services, Division of Substance Abuse Treatment Admissions
  • Illinois Department of Corrections Court Commitments

Based on an aggregate score of all nine indicators, twenty-seven counties emerged as being most impacted by crime and related health and human services involvement.
